County Data Initiative

Project Need

To assist the Fingal Development Board and its member agencies/partners to fully share administrative data and make key service level decision in the interests of the public.

Project Purpose

  • To secure a consensus for the legitimacy of recording, storing and sharing Fingal specific data.

  • To enable the administrative data sharing capacity which supports the ongoing implementation of the actions in the FDB Strategy.

  • To enable the administrative data sharing capacity, which supports the ongoing co-ordination of core services not specifically mentioned in the Strategy.

  • To enable the administrative data sharing capacity which supports specific co-ordination exercises like SIM Monitoring.

  • To enable the administrative data sharing capacity which supports specific co-ordination exercises like SIM Monitoring.

  • Where outstanding technical/resource issues persist for the provision of Fingal Specific data to make recommendations as to how this can be solved.

Scope of Project

The project will consider only data that fulfils the overall objective of the FDB specifically 6.1 to 6.5 above

Timeline

  • Set Up Phase, Aug – Sept 04

  • Consensus Phase, Sept – Dec 04

  • Consultant Phase, Jan – May 05

  • Implementation Phase

Assumptions

  • There is sufficient buy-in from agencies

  • There is trust that we will use the data for proper/agreed purposes

Risks

  • Must have GIS officer as the Fingal County Council representative.

  • Must have some technical capacity in each committee member.

  • Must be an interested/flexible/capable chairperson to represent the Board.

1.

To discuss the project charter at the

FDB Co-ordinating Committee.

2.

A report on this initiative will be issued at the September Board meeting.

3.

To seek permission from the board to set up a formal FDB sub committee, seek nominations from 6/7 agencies and a volunteer board member who will chair meetings. Other agencies will be invited to attend as required.

4.

To discuss the revised project charter at the next Regional meeting of Directors of Community and Enterprise and the next Regional CEDOs meeting.

5.

Committee will meet to reach a consensus on:

  • A detailed terms reference

  • CSO report on Administrative data

  • Data Protection Act

The Administrative Data Committee will draft a study spec., a terms of reference.

FDB staff to present Committee with a draft matrix of the required data. This will draw together:

  • Data supporting strategy implementation

  • Data required for ongoing co-ordination of core services

  • Data required in Shared Vision: Appendix 2

  • Data required in SIM spending task

  • Any data recommendations arising from Strategic Economic Study

The matrix will also specify Metadata features like age of data, level of sub county data, extent of financial data included etc.

FDB will provide the holders of the data with a detailed definition of Fingal in electronic format as well as a street index.

7.

FDB staff will consult with 3 other Dublin CDBs on the matrix of data items to take their suggestions on board and raise awareness of the project

County Data Committee will keep COMREG informed of advances in relation to addressing system

December 04

Agencies/partners will confirm if they can provide data to FDB as per the matrix. Any technical issues with databases will be catalogued.

December 04

9.

A technical consultant will be selected by the County Data Committee and begin to explore the non-availability of Fingal data with each of the agencies/partners.

January 05

10.

The consultant will produce an independent report to recommend measures for the storage of Fingal data and if these measures involve significant costs the consultant will estimate prices and suggest ‘best practice’ technical solutions.

March 05

11.

The Administrative data committee will consider a draft report and pass an advanced draft to the board

April 05

12.

The Board will consider draft and agree a final report

May 05

13.

The Board will forward the report to the taskforce secretariat, other CDBs and various Government Departments and State Agencies.

May 05

14.

FDB staff will monitor the implementation of the recommendations of the report and the Administrative Data committee will be dissolved at the discretion of the board
