Key Task

To develop a crime prevention strategy for the county.

Involves ongoing consultation with all sections of the community.
Extends focus beyond Disadvantaged / RAPID area only.

Sub Issues

Links with Estate Management

Drugs and Alcohol
Traffic and Road Safety

Methodology

Submissions have already been made to the Dept. Justice, Equality & Law Reform re (1) the National Crime Council’s Crime Prevention Model and (2) the Garda Siochana Bill 2003 and Local Policing Committee. It is expected that a committee should be set up along those lines (see appendix for more details).

Main Stakeholders

FDB
Fingal County Council (various depts)
Garda Siochana
Blanchardstown Drugs Task Force
Community groups
SIM committee
Other groups as listed in appendix

Work Programme for 2004

Establish committee and draw up terms of reference.
Gather up to date statistics on crime trends within the county.
Instigate wide consultation process to identify priority areas of work.
Formulate strategy and implementation plan on the basis of information collected.
Identify resources needed.
Set targets.

Resource Implications

Funding may be needed to develop strategy (Garda, FCC, FDB)
A dedicated worker may also be needed to work with this committee and other organisations within the county on a full time basis. Possibility of funding from the DJELR if National Crime Council proposals are accepted by the Minister.

Links to Original Strategy

Although there is no specific crime prevention strategy within the original action plan there are a number of actions in relation to road safety, Garda resources, anti-social behaviour etc. See appendix for more details.

Risks

Buy-in from statutory agencies such as Garda Síochána and County Council if there is no legal obligation on them to devise such a strategy.
