Development of a Disability Charter

The provision of a baseline review of Disability and Access-related issues for all Agencies operating in Fingal, leading to the development and use of a countywide Disability Charter is Action 8 of the Review of FDB Strategy 2002-2011 (page 10).

A co-ordinated approach to service delivery for people with disabilities in Fingal

On July 21st six government departments launched their detailed sectoral plans on disability, which are to be presented to the Oireachtas for approval in early September. Within the plan for the local government sector, section 4.4.2. states that:

FDB to promote co-ordination in Fingal

“ Local Authorities will, through the County/City Development Boards and with the support of the Boards’ relevant member agencies at national and local level, actively promote co-ordination between all the service providers in their area, in regard to services for persons with disabilities”.

Conference for key stakeholders

It is therefore proposed to hold a conference for key stakeholders in this area, by early 2007, to begin charting the progress of a cohesive and integrated approach to service delivery for people with disabilities in Fingal.

Purpose for conference

The purpose of this conference is:

(a) To look at issues of common concern for all state agencies (and
voluntary organisations in receipt of state funding) e.g.
- physical access to buildings,
- information provision and access,
- awareness training for staff

(b) To look at agency specific issues for Fingal

(c) To provide a forum for integrated discussion of issues by state
agencies and voluntary organisations

(d) To produce a baseline report outlining the situation regarding
disability / access issues in Fingal.

(e) To put in place a mechanism for monitoring progress in Fingal
over the next 18 –24 months.
