Evaluation Monitoring Committee

Mission

The Committee will oversee the evaluation of:

• The Fingal Development Board and substructures,

• The monitoring and implementation processes,

• The effectiveness of the policy goals in the published Strategy,

• The effectiveness of the strategic actions.

Procedures

The committee will have the same operating procedures as the Development Board and other structures.

Task

The Evaluation Monitoring Committee will agree parameters that will measure effectiveness and assist the Fingal Development Board to continuously improve and re-focus countywide Economic, Social and Cultural Policy. This will be achieved by looking at three different aspects of the work of the Development Board and composing indicators.

1. Administrative indicators, for example:

• Effective assignment of staff,

• Effective assignment of resources,

• Delivery of actions as committed,

• Clear lines of responsibility.

2. Process indicators, for example:

• Consultation,

• Open debate,

• Flexibility,

• Agreement and buy-in,

• Common ownership, action and implementation.

3. Outcome Indicators, for example:

• Changed circumstances for the public,

• Changed behaviour by the public,

• Better opportunities for the public,

• Better Quality of Life for the public.
  

External Expertise

The Committee may commission and oversee external expert(s) who will assist with the identification of these indicators. The committee will develop a focus on data and measurement.

The Committee will be reformed in 2005 as per the Business Implementation Plan.
