National Policies
This section contains key national policies, research and
strategies that are relevant to the work of the Fingal Development Board.
This report was prepared for the Department of Environment, Heritage
& Local Government by Indecon International Economic Consultants.
The report concerns a synthesis review of County/City Development Board
(CDB) strategy reviews and recommendations to strenghten and develop the
CDBs.
This strategy seeks to increase public play opportunities
for children and young people by improving the quantity and quality of
parks, playgrounds and public play areas. It mentions the County Development
Board as carrying out three actions in the strategy.
This is the Report of the Enterprise Strategy group to
the Minister of Enterprise, Trade & Employment. Although it does not
mention CDBs it does refer to the need for more agile government at central
and local level, which is key CDB theme.
The National Spatial Strategy is a basic nationwide attempt
to define and deliver balanced regional development in Ireland. it has
clear linkages to County Development Boards (page 12) where it asserts
that CDBs will co-ordinate the socio-economic context of the Regional
Planning and County Development Plans.
An overview of the 34 CDB Strategies.
This report set out how County/City Development Boards
should set out writing a strategy, the themes which would need to be emphasised,
deadlines for the production of the Strategies, ways of arriving at priorities
and measuring the success of the Strategies.
The National Anti-Poverty Strategy does not make direct
references to County Development Boards but sets out a series of target
that feed into the ultimate aim of erradicating poverty.
The strategy seeks to address giving children a voice,
improving their quality of life and learning more about their needs through
research and evaluation. Specific mention of County Development Board
are made in terms of providing a platform for the strategy to be implemented
at local level. in particular this strategy has resulted in the launch
of Fingal Comhairle na nÓg.
This sets out the specific work that the Boards must do
to co-ordinate Social Inclusion monies in the National Development Plan.
This report was an operational description o how the Directors
of Community and Enterprise as well as other executive staff would approach
the task of seetting up the Boards, who should be members, the rules of
engagement for the Board members and the development of mirroring community
and voluntary structures in each County/City.
This is a report containing the recommendations
of the Task Force on the Integration of Local Government and Local Development
Systems. The recommendations set out clearly what needs to be done at
central and local level for County Development Boards to come into existence.
It also defined the term 'governance' in the context of what will happen
at local level.
