Sustainability Monitoring Committee


Key Tasks

Sustainability Monitoring Committee (SMC) to remain in place and to undertake the following activities in 2004: -

  • Presentation on sustainability issues arising from Tíros Resources Ltd. proofing reports and its specific relevance to Fingal County Council Development Plan;

  • Prepare Sustainability submission on Dublin Airport;

  • To examine the impact of the current FCC Housing ‘density’ policy.

Benefits

  • More effective integration of the FDB Strategy goals with the policies of Fingal County Council.

  • Positive contribution to Fingal County Development Plan. Bring Sustainability issues to the forefront of the County Development Plan.

  • Gain from the knowledge and experience of the SMC Committee in shaping / influencing critical development policies in Fingal.

Methodology

  • Prepare new SMC Terms of Reference for 2004.

  • Recruit additional committee members to enhance capacity building.

  • When appropriate, recruit external consultants to assist the SMC Committee to implement a number of the above tasks.

  • Ongoing meetings / liaison with relevant personnel in key areas.

  • Prepare summary reports on progress on a quarterly basis.

  • Consultants, Report budget, incidental costs and ‘value for money’ needs to be finalised.

  • Commence the new SMC terms of reference and proposed implementation programme in January 2004. Circulate draft reports to all key stakeholders in April 2004.

Stakeholders

Depending on the actions the following groups could form the initial grouping. Tiros Resources Ltd, F.C.C. Planning and Environment Depts, Aer Rianta, Airport Users, Dept of Transport, Unions, Community Groups, Housing, Transport, Water Services.

Work Programme 2004

  • Continue existing proofing approach.

  • Commence work on Key Tasks - January 2004.

  • Consult directly with stakeholders to ensure all views are fully reflected.

Resource Implications

FDB will resource this SMC Initiative although external funding may be required for larger submissions.

Links to original FDB Strategy

The Tíros Resources Ltd SMC proofing report will be utilised to identify key actions / priorities for 2004. A draft report will be presented in Jan 2004 for review.

Risks

The capacity to maintain the momentum after the Tiros Report.
