Transport Initiative


Key Task

Promote public transport within the policies of Fingal County Council and energise existing FCC structures to lobby central government to provide key infrastructure.

  • Bus hubs and roads infrastructure

  • Rail

Benefits

  • Form a County strategy on Transportation;

  • Influence providers to give better quality service;

  • Influence Central Government by lobbying using position papers;

  • Highlight future routes/services in Fingal.

Sub Issues

  • Quality of rail stations;

  • Quality of bus services and infrastructure;

  • Integration of services through routing and ticketing;

  • General promotion of alternative modes of transport;

  • Road capacity for buses;
    Possible new routes.

Methodology

Interaction with Council structures and tasks like Strategic Policy Committees, Integrated Framework Plans, and Local Area Plans. Access to be negotiated by County Manager and Director of Services.

Main Stakeholders

FDB, FCC and others. Contact with Fingal Community Forum and service providers is important, but secondary.


Work Programme for 2004

  • Consultation with the public to ascertain key issues/discrepancies in the short term. Consultation could be through the Fingal Community Forum.

  • The consultation could be on an area basis.

  • Consultation with agencies to highlight research already conducted. This could be a one-off/limited number of meetings/seminar.

  • Membership and participation on IFPs and SPC.

  • County action plan for Transport.


Resource Implications

  • Funding from FDB resources for consultations/meetings.

  • Influencing FCC does not require resources if aimed at SPC and Corporate Policy Group.

Links to original Strategy

All original actions related to transport modes but excluding those of a land-use nature. However, these actions should be prioritised.

Risks

  • Must provide synergy not overlaps with existing Transportation work in Fingal County Council.

  • The degree to which these actions are blocked/controlled/owned by central government is a huge potential frustration.
